What is RGGI?
The Regional Greenhouse Gas Initiative (RGGI) is a market-driven cap-and-invest program that requires regulated power plants to acquire allowances for the carbon emissions they produce.
States distribute these carbon credits or allowances at quarterly auctions.
These funds can be reinvested in reducing energy costs, clean energy projects and jobs, and other climate change mitigation efforts.
RGGI encourages the energy sector to reduce emissions while generating hundreds of millions of dollars that benefit PA taxpayers.
Pennsylvania has already missed out on over $1 BILLION DOLLARS in RGGI proceeds since January 2022 that could have gone toward lowering energy bills in low-income communities and clean energy job programs.
